Member Awarded First Scrap Tire Cleanup Contract
ATTALLA –
C.W. Owens Enterprises of Ohatchee, Alabama, will be the lead clean-up
contractor for the state’s largest scrap tire pile in Attalla, Alabama.
With an estimated 8 to 10 million tires, the clean-up process is expected to
last 2 to 3 years with a price tag of $7.1 million. This project will
require C.W. Owens to hire new employees throughout the cleanup while
utilizing several of their existing staff.
According to Phyllis
Owens, “Most of the tires that can be recycled will be processed as TDF
(Tire Derived Fuel). We know a portion of the tires will not fit the
guidelines for processing. We estimate processing well above the 50%
required.” Tire Processing will be handled by another ATDA member, MTR.
When asked about possible start-up problems they anticipate, Mrs.
Owens replied, “We are happy to be working with Attalla officials and ADEM
on this project. Mayor Charles O’Rear and his staff, along with Gavin
Adams, Scrap Tire Unit of ADEM, have been very helpful to make sure we have
everything in place. Of course, insect control will be addressed daily.”
C.W. Owens Enterprises is a family business, started by Wayne and
Phyllis Owens approximately 20 years ago. Several extended family members
are involved in the business. They have been a member of the ATDA since
1998. Phyllis is currently serving on the ATDA Board of Directors.
The ATDA has worked diligently with the STC (Scrap Tire
Commission) and ADEM to craft legislation that would finally clean-up scrap
tire sites around the state. Mrs. Owens stated that C.W. Owens Enterprises
hopes to continue bidding on other scrap tire site clean-ups.
The funding for this and other clean-ups will come from the Scrap
Tire Environmental Fee collected since September 2003. |
